The biotechnology survey on topographic and geodetic support for land marking

As the market relations in modern Russia develop, the land gradually becomes a good as an economic object; so, virtually
any land plot can be turned over to a new owner eventually, and each land plot has its own cost and price. Land use
management is understood as the managerial activity of national and municipal executive authorities focused on the
arrangement of conditions for rational land use by all subjects entitled to land plots. The unity of land policy within the
Russian Federation is provided by the state, the Federal Land Inventory Service of Russia and its officials at local agencies.
Settlement lands gain particular attention on the part of all legislators – federal, regional and municipal; this is caused by
the fact that land management has problems both at the state and municipal levels. These problems are the following: the
imperfection of the legal framework both for general and particular questions of land regulation; such objective factors as
the relatively limited experience in the solution of managerial tasks under the conditions of the ever-changing ambient
environment and socio-economic reforms in the country. One should take into account other problems, too: the
development of principles, methods and implementation techniques for the State Real Estate Cadastre; the providing of
land management; the use of land cadastral data for the sustainable economic and social development of territories; the
providing of national land policy and, along with this, the delimitation of authorities for government agencies and
municipalities. Consequently, the pressing issues surrounding land plots should be considered. The implementation of
topographic and geodetic surveying is the main part of a demarcation plan; it is used for the providing of the State Real
Estate Cadastre works. The mission of the present work is the analysis of geodetic and documentary provision for land
marking. In accordance with the target mission, the following tasks have been solved: 1) the content and procedure of
topographic and geodetic surveying have been considered; 2) the normative legal documents regulating the procedure for
land management have been analyzed; 3) the land marking process has been considered.
