Abstract

In Russia, construction is impossible without providing land plots (parcels of forest land) for construction, reconstruction
and operation of engineering and transport infrastructure facilities, oil extraction and oil refining industries, manufacturing
and energy industries, communications and other facilities. In the conditions of progressive aging and wear, it is necessary
to build new and expand existing linear objects in the territory of existing fields of deposits, which is conducted as a result
of geodetic, land surveying and cadastral works. The relevance of the research topic is that currently oil and gas fields are
constructed, roads, power lines, and other linear facilities are built, which requires the allocation of parcels of forest land
for the needs of the manufacturing industry, transport, energy industry, and other activities. One of the most promising
ways of providing citizens and legal entities with parcels of forest land is lease. The object of the research is the territory of
an oil field. The subject of the research is a complex of land surveying and cadastral works on the lease of parcels of forest
land out of forestry fund lands. The goal is to examine the main stages of the lease of parcels of forest land out of forestry
fund lands, as well as proposals for improving the methodology for performing a complex of land surveying and cadastral
works for construction, reconstruction and operation in accordance with the laws of the Russian Federation. Achieving this
goal required the formulation and solution of the following tasks: 1) to analyze the theoretical basis for providing parcels of
forest land out of forestry fund lands; 2) to assess the main indicators of the object of study; 3) expand the methods of
performing engineering and geodetic surveys; 4) development of proposals for optimizing the process of land surveying
and cadastral works on the provision of parcels of forest land for lease.
